Oil does not moisturize hair. It is worth starting there, because a great deal of frustration comes from expecting it to. Water moisturizes; oil seals, holding water in the strand and slowing how fast it leaves. Once you know which job you are asking it to do, choosing and using one gets much simpler.
If you apply oil to dry hair, you seal dryness in and the hair stays dry, feeling greasy while still snapping. If you apply it to damp hair after a leave-in, you seal the water in and the hair stays soft for days. This is the entire difference, and it explains why the same bottle works beautifully for one person and does nothing for another.
Oiling the scalp and oiling the hair are different practices with different aims. On the strands, oil seals and adds slip. On the scalp, a light oil can relieve dryness and tightness, particularly in winter or under a style that has been in for weeks. Heavy oils on the scalp mixed with product residue build up into flaking that looks like dandruff and is not, and washing rather than more oil is the fix.

Less than you think, and on a schedule. Every few days, a small amount along the parts, focused where the scalp feels tight. The temptation with a style worn for six weeks is to oil daily, which coats the braids, attracts lint and leaves a residue that has to be washed out anyway. If the scalp is itching rather than tight, it usually needs washing, not oiling.
Light oils sit closer to the scalp comfortably and absorb better; heavier oils seal more effectively on the strands. Blends marketed for the scalp usually pair a light carrier with something soothing. There is no oil that suits everyone, and the practical test is simple: does your hair still feel soft two days later, and does your scalp feel calm rather than coated.
