A liner does more for how a lip color wears than the lipstick does, and the part people get wrong is almost always the shade rather than the technique. Three sensible approaches exist, and which one you pick depends on whether you change lipstick often, whether you want the mouth to look fuller, and how many hours the color has to hold.
Matching the liner to the lipstick gives the cleanest result and the least thinking. A liner one step deeper than the lipstick defines the edge and makes the lip look fuller, which is the most common salon approach. A liner matched to your own natural lip color works with every lipstick and gloss you own, which is why one good neutral liner is often more useful than five matched ones.
Stay within a millimeter or two of your real lip line, and only where there is something to work with, usually the cupid's bow and the center of the bottom lip. Overlining the corners is what makes a mouth look traced. If your lips are uneven, build the thinner one out slightly rather than pulling both wider. Soften the outer edge with a fingertip so the color has no visible border.
A harder pencil holds a point and gives a precise edge but drags on a dry lip. A creamy one glides and blurs within an hour. Sharpen a hard pencil before each use for the edge, then dull the very tip against the back of your hand so it does not scratch. Retractable liners never need a sharpener but cannot be shaped into a fine point, which matters if you like a crisp cupid's bow.
Liquid long-wear colors set hard and then stop moving, so the line underneath has to be right before the color goes on; you cannot tidy an edge afterward without taking the whole thing off. Apply thin, let it set fully without pressing your lips together, and expect it to feel dry. These are also the formulas that need a dedicated remover, since water and a face wash will not shift them.
Eating and drinking wear the center of the mouth first, so by mid-afternoon a deep shade can read as an outline. Carry the liner rather than the lipstick for a touch-up, since the shape is the part that fails. Straws and cup rims lift more color than food does. A clear balm patted over the top at the end of the day evens out what is left instead of highlighting the worn patch.
